Kowning that pure water does not conduct electricty, the answer to your question would be determined by what and how much conducting material is in the water. Since you said "the ocean" and a hair dryer runs on 110 volts @ 4 - 8 amps, your should only get a "tingle" within one to two feet. This same senero is true within your own body if you were to recieve an electric shock. Your body's mineral content can in fact determin whether an electric shock only shocks you or kills you as well as the number of amps and not so much the voltage. Always plug an electric appliciance in wet areas into a ground fault protected plug for this very reason. You know the one with the buttons "TEST" and "RESET" in the middle. There is much more to this but this is the shortest answer. Have a nice day....and maybe you should just dry off with a towel.....
