hopefully not. I would hope people driving by would be looking at the road and not into your car.
You think passing cars will slow down if I were to sit in my car wearing sunglasses and holding a hair dryer?
I think most people would get the hell away as fast as possible

Not really, but I think it would be funny to see that. Maybe they'd slow down if they were looking and eventually shake their heads.... still funny though.

I've done it. It actually works. I lived at an interesection in a rural neighborhood and all the people who recently got licensed would either blow the stop sign or speed down the road. I have kids of my own that play outside and the police department wasn't exactly cooperative in helping me stop this so I had to do it on my own.

They may slow down to see what the heck you are doing but then again they may think your a freak (not that i do) and zoom away from there above the speeding limit. others may look at you but not change speed. Some may be apsent minded and not see you. it all depends on the person.

Are you aware that intentionally distracting motorists could be a criminal or civil wrongdoing?
See the source below ... just in case my comment does not "reach you" or prevent you from causing a collision.

i hate it when folks get right on my bumper. i learned that if i start weaving a bit and drinking from a (water) container, they all back off real quick coz they think I'M the bad driver, not them. ha!

More likely they would think you have been on the computer reading some Steven Wright quotes.
I went to a general store. They wouldn't let me buy anything specifically.
